Things that we did to improve transparency:

hosted JAXB RI on java.net
there was a also jaxb users list hosted on java.net. This was one of the most active mailing lists and provided a lot of useful feedback.
regular drafts of spec - Early Draft, Public Draft etc. This worked well.
all spec feedback was made available to EG members. We don't use an EG JCP mail alias. Instead we set up a spec-comments@jsr222.java.net mail alias, to which EG members could subscribe themselves. This was agreed to in the EG group.
