IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

As EG Member of JSR 342 I am happy to vote "Yes" to this evolutionary improvement of Enterprise Java.
As EC Member and EG Member of JSR 358 I must highlight, that a significant number of JSRs under the EE 7 Umbrella apply API licences to binary/source parts of the Spec other than the actual Spec License. In their view and practice API and RI use the same license, and only the accompanying plain text is "licensed" under the Spec License, content that is irrelevant, especially once those specs and APIs become part of JavaEE or products based on it. Given the Java EE 7 Umbrella is by itself only a plain text spec, its own umbrella license merely covers that document, but has no relevance to content that was licences otherwise, usually Apache 2.0. IMHO this contradicts the view of Oracle on "compatibility", but I leave it to legal teams of those players to sort it out or face the consequences if unresolved before EE 7 goes Final.
