Although MEI supports the OnRamp to OCAP JSR, 
we would like to make the following comments:

In order for "OnRamp to OCAP" to truly be 
an "on ramp" to (rather than 
an "exit ramp" from) OCAP, 
the APIs produced by this JSR must be
highly compatible (if not %100 compatible) 
with OCAP (and MHP). We realize that this goal
will be difficult to achieve 
since OCAP is not formally based on CDC/FP/PBP.
If %100 compatibility cannot be achieved,
then we expect the Spec Lead and 
the Expert Group will

1. clearly identify all differences 
between OnRamp and OCAP/MHP applications and

2. provide techniques and code samples that 
demonstrate how an OnRamp application needs 
be changed in order to execute on an (updated)
OCAP/MHP specification. These techniques and
code  samples should be included in all 
community and public releases of the JSR.

Finally, MEI strongly encourages the creation of 
a Java market for iDTV applications. This market
includes both existing legacy set top boxes
(supported by CLDC) and next-generatation platforms (based on CDC).
We hope the Spec Lead and the EG agree that
OnRamp should be limited to CLDC-based platforms,
while OCAP (and MHP) must be deployed 
for CDC-based platforms.
