While the web services package should co-exist with MIDP it should not prereq MIDP. Web services need to be applicable to the broadest range of J2ME profiles and configurations.

While showing green light for the JSR proposal, we need to bring up the following issues: 
The memory footprint for the needed 'platform support' for XML and XML-based-RPC in a 'MIDP implementation', may become too large to support a mass market CLDC device. This is especially true for devices where 'web services client' support is just one of many features on the device.  In addition, space is needed for example to store XML documents. Furthermore for applications (e.g. MIDlets) using the API, considerable code space may be needed beyond their basic business logic for XML-based-RPC stubs, and for manipulating the contents of XML document trees.

All further decisions by Nokia about suitability and implementatibility of this JSR will be based on the fact of how well the Spec and its RI will address the needs of the memory and performance constrained mass market CLDC devices. 
If not it may become necessary, at least for the most memory-limited devices, have alternative solutions; for example to define and standardize a very 'lightweight' approach involving the use of "proxies", and a simple messaging structure that doesn't necessarily involve XML based requests and responses from e.g. a MIDlet J2ME client. 

And just for the clarity this JSR might wish to say that it is targetting the mobile 'client-role' in web services.

Philips supports this with the following comments;

1) We expect the two packages being developed (parsing & RPC) to have separate RI & TCK so that it is possible to deploy just the parsing package without the RPC one.

2) We're surprised the JSR doesn't mention JAXM. Due to the way TV Anytime (and lots of other web services, such as UDDI) define their transactions, SOAP-RPC (a specific use of
SOAP) cannot be used. What this means is that JAXM, which is basically more generic than JAX-RPC, would be a better match for these needs.

3) We hope the solution can be one which is not just specific to enterprise services and mobile devices but has enough functionality for consumer services and devices like TV receivers etc.
