It's a terrible precedent for JSR proposals to come with vital information obscured by passwords and unavailable to EC members.  It may not be illegal per the process, but that's only because it's up to the EC to establish norms for things like this.  We believe the norm should be that partial proposals are denied.

The PayCircle and Parlay sets of specifications seem to be essential for this JSR. However, the policy should be that all the referred material are directly available without passwords. Unfortunately, this seems not to be the case with this specific JSR. In addition to this, Nokia's view is that the payment arena is at the moment in such an extent obscure, that we are not able to take a definitive stand about the correct direction with respect to this JSR. Thus we choose to vote 'abstain'.

On 2002-04-15 IBM voted Yes with the following comment:
IBM is concerned that a full review of this proposal is inhibited by a lack of authorised access to two of the referenced documents (namely PayCircle Payment Web Service specification and Paylay's Java Realization Workgroup).  Since the JSR describes the proposed API in terms of the information contained in these documents, it is not possible to review the JSR adequately without other access to that information.

IBM also had two other concerns about the scope of the JSR and have received assurance from the proposer that the expert group will address both of these points:
- The JSR itself isn't clear exactly where the API sits -- the most likely three possibilities being payer/payee,  payee/payment service or payer/payment service.  
- The supported payment schemes (credit, micropayment, utility billing, stored-value card, cheque, ...), and hence the scope of the JSR, is also not clear.  It looks like JSR covers micropayments and utility billing, but there is little or no mention of support for other types.  The suggestion of using the javax.payment package name implies a wide scope.
