BEA has provided a more detailed response directly the expert group. 

Primary concern: While these enhancements may be fine for Jini, in some ways they are too complex for typical J2EE users (e.g., client app's generally shouldn't be where security constraints are defined)
 
Secondary concerns: 
 - It is unclear from the proposal which changes are protocol neutral and which are specific to JRMP
 - We would like to see the definition of a full SPI (service provider interface) for RMI to facilitate value-added features like automated load balancing and failover
