Apache supports the notion that materials for Public Review should be available to the public without the burden of the click-through license, and futhermore believes that any JSR specification should be available to the development community without a click-through license.  However, Apache recognizes that this isn't a problem the EG of JSR212 can solve right now, and thus votes 'yes'.
