This change causes a major requirement of the JSR 185 specification to become optional.  In our view, this is clearly too substantial to be considered a Minor Revision, which is the only type of revision allowed in a Maintenance Review under JCP 2.6.  In addition, the Maintenance Lead failed to provide an adequate Change Log in time to allow full review and consideration of this proposed change.

On 2006-01-16 Orange France SA voted Yes with the following comment:
First point: the proposed MR fixes a long standing issue with JSR 185, some companies could not adopt JTWI only because of security policy lack of flexibility. 

Second point: Orange considers MSA EG has the mandate to define MIDP security policy requirements for the mobile industry, as JTWI EG had; gathering a new EG for a new major version of JTWI is: not required and mandate duplication. Orange believes JTWI security policy requirement was too strict. The MR, by enabling other EG to agree on new security policy requirements (potentially different), is correcting another important issue with JTWI.

While it may have seemed like a good idea to do a quick fix on JTWI these changes do have ramifications beyond the scope of a maintenance review as Sony Ericsson has articulated. Also the way in which these changes were introduced did not give enough time to fully consider the impact on our own development and that of our customers.

IBM sees a strong requirement to maintain backward compatibility between JSRs.  The issue is sufficiently important that it be referred to the expert group, rather than handled in a maintenance review.

As a matter of process a maintenance release should not make a major change that breaks backwards compatibility so Motorola votes no. We do believe however that the original intent was to allow JTWI to be superseded by follow on JSRs such as 248 so Motorola has voted yes to the other exception ballot.
