1. We believe there shouldn�t be any mandatory dependency on the payment API JSR-229 to allow for multiple, different solutions available.
2. We see the need for a method to synchronize an application with a broadcast audio and/or video stream.
3. We believe that a suitable API to deal with individual service components described inside an SDP file is currently missing. This is needed when there is no detailed component description in the ESG data available. Such an SDP API shall include retrieval, attribute analysis and choice/access of individual service components. 
The consequence of points 2+3 is that the API in its current form allows to implement a mobile TV client but is not suitable for more sophisticated interactive applications with additional rich media or application specific streams. However, we consider the support of such interactive applications a requirement.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
