On 2007-02-05 IBM voted Yes with the following comment:
Echoing the comments of Nokia and JM Dautelle, IBM is discouraged by the lack of alignment between JavaME (278) and JavaSE (284) with regard to Resource Management.   However, we support JSR278's interface hierarchy design and concur with the 278 EG that the 278 architecture scales properly for small devices. 

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

This is an area where J2ME and J2SE could have found a common solution (javax.rm.*). 

I don't see here anything specific to J2ME (most features would be of interest to J2SE as well).
Furthermore, this JSR overlaps with JSR-284 (J2SE - Resource Consumption Management). 

On the positive side, the design is clean and simple, too bad it is "J2ME" only...

We would want to encourage for better alignment between JSR 278 and 284. These APIs have very similar scopes and it isn't clear why Java ME and Java SE APIs would need to be different in this area. This comment applies for both JSRs in both directions. Actually in some respects, the JSR 278 has better design and features.
