On 2007-09-10 IBM voted Yes with the following comment:
IBM supports this JSR, but believes continued work is needed prior to final draft.  IBM has forwarded specific technical comments to the Expert Group.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.

In order not to unduly disrupt the work of the EG, Intel is voting YES on this ballot.  However, we note that the landmark exchange format seems to us to be an issue that could sway one's opinion of this Specification.  The fact that it is an open issue in this Draft is somewhat risky.

A JSR quite important to mobile devices. The spec is a little weak with regards to coordinates support. For example, I found surprising that there is no mean sea level (MSL) altitude. The improperly called "altitude"  is in fact the geodetic height. Knowing that there can be regional differences of 100 meters between both, this is calling for trouble (e.g. someone at the beach at an altitude of 100 m ?!). It is my recollection that you can convert between altitude and height using vertical datum (such conversions are usually done by the GPS receivers themselves).
