The clear inconsistency of the license for JavaDoc between the standalone version of this JSR (Apache) and its Java EE 7 umbrella (Spec License) has not been resolved. There was only a PDF provided, and https://java.net/bugzilla/show_bug.cgi?id=4589 being brushed off by the Sped Lead without offering a resolution forces me to vote "No" until the issue is resolved (for this JSR or "globally")
