To the JCP Executive Committee:

We fully intend to continue the development of JSR 376, the Java Platform Module System. Last spring the EG discussed and agreed upon a set of requirements [1]. In September I posted an initial design overview, draft API, and prototype [2], which is being actively discussed by the EG and has also prompted comments and suggestions from the broader community.

Although understandable (modular systems are contentious and work wasn't getting done due to the endless debates) it was still disappointing to see the Platform Module System arrive as a complete prototype in OpenJDK as opposed to it being developed from scratch in an open repository.

There's also a somewhat convoluted mechanism for the community at large to give feedback with varying read, read/write and write only mailing lists. This could be simplified / streamlined.

That said, the technical merits of this JSR are strong and the Spec Lead and EG have gathered the right experts from the modular and build ecosystems to ensure that the new module system can be adopted by build tools such as Maven, Ant and Gradle as well as inter operate with module systems such as OSGi and JBoss Modules.

They've also engaged the community at large to start testing and working with the new system which is doubling up as a feedback mechanism (arguably a better one than a mailing list) with Issue reports and real developer feedback.

IBM's vote is based on the technical merits of this JSR and is not a vote on the licensing terms.  IBM supports licensing models that create an open and level playing field by allowing third parties to create independent implementations of Java Specifications and that do not allow individuals or companies to exercise unnecessary control for proprietary advantage.  We support open source as a licensing model for contributions in the JCP, and would hope others will support this direction. This comment is not necessarily directed at the current business or license terms for this JSR, however, it is a statement of IBM's preferred licensing model.
