The Apache Software Foundation is deeply
concerned about the business terms of
the Merlin JSRs.  Despite much talk and
compromise and the reaching of an
agreement that would improve Sun JSR
business terms, the Merlin business
terms are not significantly improved
from J2SE 1.3, and these terms continue
to stand in the way of compatible
independent open source implementations
of Java specifications.  In good faith
to our constituency and to our software
projects, no matter how strong the JSR
technology, we cannot support JSRs whose
business terms preclude independent open
source implementations.
