Taken literally, this change is unnecessary and confusing since there is nothing to prevent EGs of new platform JSR from specifying in their specifications whatever they want to specify.  If the intent is to allow implementations of such new specifications to claim conformance with JTWI while ignoring one of its major requirements, then in our view, this is clearly too substantial to be considered a Minor Revision, which is the only type of revision allowed under JCP 2.6 without a new JSR.  So this change is either unnecessary or outside the scope of a Maintenance change.  In addition, the Maintenance Lead failed to provide an adequate Change Log in time to allow full review and consideration of this proposed change.

First point: the proposed MR fixes a long standing issue with JSR 185, some companies could not adopt JTWI only because of security policy lack of flexibility. 

Second point: Orange considers MSA EG has the mandate to define MIDP security policy requirements for the mobile industry, as JTWI EG had; gathering a new EG for a new major version of JTWI is: not required and mandate duplication. Orange believes JTWI security policy requirement was too strict. The MR, by enabling other EG to agree on new security policy requirements (potentially different), is correcting another important issue with JTWI.

While it may have seemed like a good idea to do a quick fix on JTWI these changes do have ramifications beyond the scope of a maintenance review as Sony Ericsson has articulated. Also the way in which these changes were introduced did not give enough time to fully consider the impact on our own development and that of our customers.
